Italy goes Axis - [small] bug

When Vichy France is declared there is a 33% chance that Italy joins the War directly but when the AI plays it seems to happen at the end of his turn as he does nothing on that turn with the Italian troops so neglecting totally that advantage of 1 turn bonus.

No big deal but when playing against the AI it means he could do a bit more damage.
