Russian Pe-2 sinking an AG

Hi
Im my game vs the AI I had a russian Pe-2 unit that was running Naval Search missions (or had a % of naval search in the settings). In one of these missions it spotted a japanese AG in north korea, reported it HIT and later the AG has sank.

One problem. The Soviets are not active. How is it possible? And why the Japanese doensn't declare war to URSS to revenge the mighty AG ? [:D]

It has to be a bug, as I have Russian A/C taking pot shots at my merchant shipping quite often when playing against the AI.

Against the AI I shot down a Pe-2 with flak. I was worried about creating an international incident. [X(]
