missing dll?

In battle HQ, when I try to create a game i get this:

Error: occured in module Create_Click(). Error number:713, Error Line: 0, Description: Class not registered.
You need the following file to be installed on your machine. MSSTDFMT.DLL

when someone else hosts, I crash.

I tracked down this dll and put it in my system folder, no dice. Any ideas?

I downloaded BattleHQ from the Wargamer site, and that works fine. Still no idea why the COI version has issues on my pc, and it would be cool to use the CC themed skins. But its all good.
