Can we build Original useable Terrain Areas?

I have a straight forward question. Are we modders limited from building original terrain areas for use in Starshatter:TGS? Not planets per se... but areas on planets that we can fly down to.

Many of us have tried but to no avail.

If there is anyone out there that has succeeded in this area... please share the secret with the rest of us.

Milo... a simple yes or no would save many of us from a lot of frustration.

I know Dragonlead had something put together at one time, so it must be possible.
