Have a game where germany has had jet fighters for several turns
according to the random technology events.
But it is not reflected in either the icons nor the gains in fighter evasion.

The new sprite is activated by the fighter stats, not the random event. And the event gives free research points, not instant stat increases, so you might have overlooked it.
