What are the "Version 2 Rules" mentioned in the ad?

Are they different from those that came with Band of Heroes?

Where's the computer version of the origional? Has it become vaporware as well?
WE/I WANT 1:1 or something even 1:2 death animations in the KOIOS PANZER COMMAND SERIES don't forget Erik! ;) and Floating Paratroopers We grew up with Minor, Marginal and Decisive victories why rock the boat with Marginal, Decisive and Legendary?

Nope. V2 Rules are BoH rules. There are just some addenda in Blitzkrieg, for cavalry units, sidecars, rubber boats etc... and new national characteristic for the French, Belgians and Germans
