Korea 50-51

I have wargamed this scenario out many many times, and now all of a sudden, as the US forces, it says I have reinforcements, and there should be the 25th RCT in Japan ready to board and theres nothing....what happened?

Do you have a save, and a better explanation of what's wrong?
