some weird numbers pop up next to city name

It's great that you can "click" on a city (strategical map) and see its name displayed in the lower left corner. Alltough I noticed it displays next to the name sometimes a weird number like ...

Atlanta 3100

is that WAD ... a freeze ? is this 3100 actually usefull info ? or is it a bug ... I've seen this happening almost each turn ...
