Wheeling West Va

Play as Union, any options to reproduce.

At the start of the Southern Steel and Coming Fury scenario the city of Wheeling West Va and the river province it's located in is in Union control. If you click the province and click build or produce from the main screen it tells you that you don't control the state so you can't build or raise troops. Click the Province name to go to the city detail screen. Again it will not let you build or produce. BUT it does tell you the governor of VA is a Firm Ally. Since he's the governor of an enemy state should that even be displayed? I'm sure he's the firm ally for the confederate leader, but it seems odd seeing it none the less as Union. But anyway that's not my main point, that' minor. The bug is the following. Exit the city detail screen and go to the city list. Find Wheeling West Va. Click to produce a unit or a building from the columns on this screen. It lets you.

Never noticed it before. But I usually played Confederate when I first got the game and then stopped while waiting on the patch.
