Tweaking the settings

Is there any type of tweaking you can do for the settings before the game starts? Such as difficulty or how powerful nations start? Anything with who can enter and not enter the war?

Also, I believe I read somewhere that if another nation does join your side you can then control that countrys resources(such as manpower and supplies)?

Yes there is tweaking.
Also, yes - if a country joins your side you take control over that countrys' resources. BUT that does not mean, for example, that you can use Serbian manpower to bring French units up to strength. Some countries have resources (eg food) that can be shipped to others.
