Did you read the min specs?
your computer has insufficent memory, you have 400mb
TGS calls for 512mb min. or 1gb recommended.
 
you'll need to buy more RAM

The thing I'm looking at is the "Intel(R) 82845G/GL/GE/PE/GV Graphics Controller", which looks to me like your computer is trying to use its motherboard instead of its 3D graphics card. Do you have a 3D graphics card? I'm fairly sure the game absolutely requires one. But then, if your on-board controller is compatible with DirectX 9.0c, that might not be the issue either.

What's the exact error message you're getting?

That particular integrated graphics controller does not support Hardware T&L. You will need to get a video card to play, there are inexpensive ones for less than $50 that will play Starshatter just fine, but integrated video doesn't really cut it.

You should probably try updating your drivers first though. Your video driver is from 2003 and your audio driver is from 2002 so they are well obsolete at this point.
