That's the thing -- it's ahistorical. Those three forts that are in the November scenario were all built post-Bull Run. If we suddenly give the CSA a fort in Fredericksburg there will be a lot of howling, unless it was there.

Perhaps, since Fredericksburg has The Wilderness and lots of rivers and swamps we could increase the terrain modifier. But of course, in the November scenario, which does have those forts, that province would become even harder to take. Hmm...
