Tutorial II Special Ops discrepancy

At the beginning of tutorial II, when you move 2 transport ships from the Baltic Sea to the Kattegat, it says the amphibious capacity will drop to 8 in the Baltic Sea and increase to 8 in the Kattegat. On my system, the Kattegat increases to 8 but the Baltic Sea decreases to 4, not 8. Is this just a typo or is something wrong with my system? Thank you.

It does the same on my system.  I think the way it really works is that transport/amphib capacity decreases in a region as soon as a transport is selected and not when the transport actually moves away, because the program assumes that a selected transport will move away.
