Only Burnside in april 1862

I am playing as USA and I am in late april 1862.

I have only one leader, burnside. This is normal ???

What can I do to have more leaders? Is a new rule of the beta 1.94?

I can see that the confederates also have one or any leader in their armies.

Not normal at all, what leader settings and which scenario did you choose for your game? It sounds like you found a bug.

Yes, we need to know if you are using more or fewer generals (or neither option), and also if you're using randomized start dates. Also, presumably you set the game so that you would have generals.

If we know which options you chose and which scenario you're playing we'll then have an idea of what's happening.

The scenario is july 1861.

And I am in october 1862 (no april, sorry)

Those preferences are fine, but perhaps you were playing the old July scenario, not "Coming Fury"? The generals file in the former is obsolete by now, so this might be your problem.
