COW was the last release/version of OpArtWar. It has the most up to date database from Norm, and it covers the gamut of warfare from 1900 to 2000, hence its name. The game's startup is flaky on modern hardware though. I have to drop the resolution down to 1024x768 before running it, and even then the startup graphics may still crash or freeze. Very annoying. The game itself is fine though, I wish they gave us an option to skip the opening graphics.

Maybe if you downgraded to a 450mz machine with 64 MB of ram and Win 95 you would have no problems at all with Wir Or OpArt (or with any programe).
