Demoted Generals Always Resign?

I've only demoted generals on two occasions and both resigned in protest. The first, Buell, was three starts. The second, McDowell, was four stars and both had been at that level since their start dates. Are their factors that will increase whether or not generals will resign?

Additionally can one only demote generals to 1-star? McDowell had only that option.

No, the chance of resignation is fixed.  There is no rank lower than 1-star.

Most likely when you demoted McDowell there were no slots available at a lower rank, so 1 star was all that was available.
Favoritism is alive and well here.

In my most recent game, I got Fremont as a 4 star.He resigned when I demoted him to a one star. I was unperturbed.
