Don't know squat about the slots, but as the war progresses, there are so-called "aviation regiments" with no air support capability whatsoever which are meant as construction units, and there are other, "sister" units,(often with a matching numeric) which provide the air support.
Why not just combine the 2 since they often have the same destination anyway?
I don't feel it would be inhistoric, in that the current units are already amalgamations of other sub units.
My uncle George was in the 322nd Fighter Control Squadron,(radar), but try to find it in the game..(It is part of the 14th A.F., based in Kunming, originally).
Just a thought.....................

I have wondered about the Aviation Regiments and the associated Base Forces. The Aviation Regiments generally have 270 Av support and 270 regular supprt and the Base Forces have a slew of things including 90 Av Support, another blob of regular support and engineers.

If 250 is the max that a base needs to operate all planes on the base, what advantage does it give to place 360 Av Support there, other than ensuring it stays over 250 if some get disabled.

Well, the AvRgts don't have AAA or radar...

And the informal guidelines are "get the OB right and we (Matrix) will get the code right." If there is still a 255 limit it may go away some day. I say IF because WITP is field oriented, and while many fields indeed are limited to a 0 to 255 range (and some - aviation art comes to mind - stop at 252) - this isn't one of them. If you can get the data in there - and we can - it likely is used. It is more likely this was some sort of convention when stock OBs were done. I have found many things that work "out of range." The way to figure it out is to test.
