Why is French Fleet frozen?

I understand why the french land forces are frozen in southern France at the start of the 1939 scenerio, but why are the French naval forces frozen there? Regardless of what the French may have done historically, wouldn't it make more sense for their fleet to go to sea?

Discussions in development brought out some quirks that arise from the French surrender rule. For the fleets, the observation was that you could basically send them on suicide missions. If you damage 3 french heavies to damage a single german light fleet, it is worth it if those heavies are going to disappear soon anyway. Or you could use them for suicidal shore bombardment attacks. The resultant implications for play just seemed out of whack.
