Where the Soviet Pacific fleet is hiding?

Is soviet pacific fleet erased from the game or it will arrive after Soviet-japan war begins?
I would like to have a few transports there to supply advaced bases.
what about those numerous destroyers and subs?

It's absent in most scenarios/mods. Soviet Navy is available in couple of mods, tho, CHS and RHS are ones I can remember now.

There is no Soviet fleet in the scenarios provided with the game. There are some mods with Soviet ships added, however.

The Soviet Navy is present in all versions of RHS - but in two radically different forms. Russian Active scenarios (everything except CVO and RPO) have more or less normal Soviet ships - except they operate under political restrictions that should mean human players don't use warships until hostilities commense. It may be that Russian Passive scenarios have problems with the ports before the Soviets go active - and they are pretty much forced not to do much (which is appropriate I suppose).

IF you let the AI play the Allies (not recommended and not part of RHS design concepts - since it does not work anyway) - Soviet submarines will go to sea - peace or war - and apparently in all scenarios.

The game was not designed for Soviet Ships and they used not to work - so I called them French originally. Similarly, Soviet ports were hard coded not to work. This changed about 1.6 level - hard code was changed - so Soviet ships are now Soviet. We also have been able to add Soviet guns as devices so the ships look better gun name wise.
