No you can't. There is no puppet governement special rule for Norway.

There is that optional in the Annual 98, that you can call a puppet govt in Croatia, and you gain a unit, and double the part value of Yugoslavia.

I've looked but I can't seem to find the answers.

If you use the "City Based Volunteers" option, rule 22.4.8 which states that "These units become available to the respective major power when their home city is controlled by it." you get an extra unit. This unit is an "SS Nordland" White Print 7-6 SS MECH that is based in Oslo.

So if you play with this (optional) rule, you get the unit if you control Oslo in the production step. It is one of the major reasons why you'd consider taking Norway in WiF. The extra resource is ok, obviously, but the amount of CONVs (or Tankers if you play with those) that the Commonwealth gets from this endeavour makes it very much a pro-allies choice, I think.
