FITE cease fire rules

I know combat is prohibited but can units still move during these "cease fire" peroids of bad weather?

Yes. Once cease fire comes into effect you however canno't move to enemy controlled hexes.

Ironically, the reverse is closer to the truth. What's really needed is the ability to change the movement bias by event.
