Tobruk fortifications fell into disrepair (ditches sanded in, mines dug up for elsewhere, etc)when the axis came back in 42. Not something the game models, so for this scenario they shouldn't start too high.

The first dayof February brings an unexpected naval barttle at night outside of Tobruk. I guess we were both there to shell the oppositon. DD Vincenzo Gioberti, confirmed sunk with another enemy CL and D heavily damaged. No real amage on the Allied side.

An impressive feat by Speedy -- I wouldn't have thought he could evade Pauk's bombers with a BB force. As for Tobruk being a stalemate, the Axis are suffering an order of magnitude more casualties from the artillery duels. As long as the place flies the Union Jack, I'd say the Allies are winning there.

Capt. my bombers are next to useless in fremen mod... only in Nik mod i have bigger bombs than 250 kg... so i would say that Englander didn't done anything impressive[;)][:'(]...he has indestructable fleet, hordes of 4E bombers, hordes of fighers to protect his AFs....[;)]

This is the HQ problem i had mentioned many times before.
Forget about the options of change you see in the proper screen. Simply you must select ANY OTHER or SAME HQ. Once changed, you will capable of embark those troops. Of course, you must spend PP to do it.
