UFO: Extraterrestrials is a futuristic real-time/turn-based strategy blend set on the fictional planet of Esperanza in 2025. Having made a bloody first contact with a strange form of life from another planet, the player is thrust into the tough position of leading the defense of this isolated planet against the never-ending assault of these hostile invaders

Build more labs and workshops. Each basic one come with 10 people.

Advanced buildings seems to come with 30 people but take 2 squares in the base.

and how do you hire soldiers? It seems one or the other come in every now and then, and their stats are pretty variable, some are really poor.

Sit, twiddle your thumbs, and cuss mightly at the state governments. For an entertaining look at where these states' priorities truly seem to lie, I recommend reading Xenocide's excellent (and hilarious) 2nd AAR.

Then, try not to sob too loudly. It's not good for your soldier's morale. [;)]

You don't hire soldiers. After some time, you will get more recruits from the local government. I tend to get one a month, although I also build a new base per month. I do not know if there is a connection.
 
As mentioned above, scientists and engineers come with the facility. However, I'd stay away from scientists since they cost a lot more. Also, any sci/eng not assigned to a project do not cost as much, if anything.
