How do I figure out when I can call for Legendary Volunteers?

Am I missing something?

P.S. Despite my manic thrashings, the Union keeps on coming! nice work on the AI!

P.P.S. While we're here, what is the effect of Blockade fleets? (Ironclad under construction, gonna remove them anyway).

Blockading fleets reduce the South's income.

As for the question in your subject heading, you get non-starting Legendary Units randomly -- when you produce new units, there is a chance one of them might be an LU.

For version 1.9.16, the chance is presently 12.5% for a unit at the start of the game, 25% for units raised later in the game (though if there are no Legendary Units remaining for the state in which a unit is mustered, then the chance will be lowered to 0%.)
