Burma Army at Mandalay, 07 infantry brigades, 1 infantry regiment with the support from 3 artillery regiments building forts and awaiting japanese offensive at Mandalay. Strong air support in the nearby airfields (Magwe-Mandalay-Imphal-Dacca) with Buffalos and Hurricanes for CAP and Blenheim IV, Hudson to soft the enemy advance. 4-e bombers from Indian airfields will attack enemy air facilities in the rearguard to avoid enemy air superiority in the area.
