What General's trait determines if there is a quality improvement to troops?

Leadership is also a crucial factor in whether generals teach special abilities, but here there's another factor, too: the more abilities a general has to teach, the greater the chance of his teaching one during a given turn.
Michael Jordan plays ball. Charles Manson kills people. I torment eager potential customers by not sharing screenshots of "Brother Against Brother." Everyone has a talent.
