is there a way to adjust penalties occurrence? in the constants or maindata?

i would like to make holding and false starts more common than personal fouls and facemasking.
UPFL is in the off season...

There is no way to make that sort of adjustment.

is this something that is going to be resolved in the next release?

There is no user file for that.  Penalties are built into the game code.
 
A bit more minor penalties and less major penalties would be a nice adjustment.  I am not sure if it a major issue that can be worked on before the lock though.

There does not seem do be enough of offensive penalties

DW, sliders would be nice so that we could adjust them for what we find appropriate.

I adjusted the injury values for injuries were happening too often and the injury lenght were too long for my taste. But got to becareful on the values, it will hang or give you an error during game play.[:)]
