Are there only a fixed number of soviet partisan units in FITE? I ask this noting some players prefer to just surround and contain them rather than kill them off. Makes sense if thier number in play is a constant. Why kill one if its death allows another to pop up somewhere else. If number is fixed what is it?

In the OOB(checked with editor) there are 6 x 41 guerilla units, 5 x 42 guerilla units and 4 x 43 guerilla units. Total of 15 then. Then there are 6 partisan units that appear for Operation Bagration and 2 for Warsaw Uprising.
