Defensive ground support?

This just came up in a game. When declaring ground attacks I've always played that the attacker has to announce all attacking factors, including ground support, before the defender announces defensive ground support and then defensive HQ support.

My opponent claims that the defender has to declare ground support before the attacker announces his offensive ground support.

Who is correct?

If you talk about Air ground support
See section 11.16.4 Attacker first fly groundsupporting bombers and then the defender fly defending fighters and bombers after that the attacker fly intercepting fighters.

If you talk about HQ support
See section 11.6 Defender first declares HQ support then the attacker.

It is :
1) Defensive shore.
2) Offensive shore.
3) Defensive HQ
4) Offensive HQ
5) Offensive Ground Support
6) Defensive Ground Support

5 & 6 are at the same time, but the Attacking player has to send his bombers before the defensive decides.

1. declare all attacks, (the defender then announces whether any notional units are to be ignored);
2. add defensive shore bombardment (option 38);
3. add offensive shore bombardment;
4. announce defensive HQ support (option 13);

6. fly and resolve ground support missions;
7. resolve HQ support;
8. the combats are then resolved one by one (attacker choosing the order of combat resolution).

So Defensive HQ support has to be announced before.

For Ground Support :

1. your opponent flies combat air patrol to potential target hexes;

4. you fly intercepting fighters to the target hexes;
5. fight any air-to-air combats;
6. AsA option 3: surviving bombers suffer anti-aircraft fire from AA units (see 22.4.2);
7. add the tactical factors of surviving bombers to their side’s combat value in the land attack;
8. return all remaining aircraft to base and turn them face-down.

"You" is the player making the attack, so offensive Ground Support is flown before defensive.

In addition defensive shore bombardment (if option is taken) is announced before offensive shore bombardment
