RHSEOS Level 7.696 Guam Fort

I just noticed that Guam Fort is set to arrive at Tokyo instead of Guam. Is this WAD or a bug?

The Guam Industrial Fort is a supply sink. Until Guam falls, it will default set to appear at Tokyo. If Guam does not fall, it will in fact appear at Tokyo.
