this link "downloads" a pdf document which then seems to be blank

What version of Adobe are your using? I've tried the link with Acrobat 7.0 and it works for me in Firefox. If that doesn't work try right clicking and choosing "save link as"

The pdf is from the Micronesian Journal for Humanities and Social Sciences and is entitled:
PHYSICAL REMINDERS OF THE BRITISH–JAPANESE ARMAMENT TRADE IN MICRONESIA

Don't let the humanities and social sciences part fool you, it has some quite detailed military info.
