Camp Bug?

On turn one I build one camp in Charlotte and one in New Orleans. On turn two I look and there are two camps being built in each city. How did I get the extra camps being built?

This seems to happen to me either when I save and reload or when I backspace thru the whole turn and redo everything. I've sent a save to Eric.

I believe it is associated witht the backspacing, especially military unit production. Very hard to pin down, and not easily reproduced in a save.

edit: the results are viewable in the save, just not how it got that way
