I am still reading the manual.

Is it safe to say that when you use Oil Consumption, you are making it harder for Germany?

Random Research.., does that favor the Axis/Allies or does that benefit both equally? If so, is everyone going to play with this?

If a player has experince with Panzer General.., is this game so much of a duplicate that they would have a huge advantage over guys like me who have never encountered this gaming engine? Or is it different enough that all of us who just bought this are at the same level of experience?

Yes oil makes it harder for Germany. Random research just makes it less predictable so could help either side. The game plays differently to PG so experience may make you familiar with teh look and feel but not allow you to beat someone who has played CEAW even once.
