what the anchor function is?

what the anchor function is?

I observed that there are some anchor point in CAW, can someone tell me more how can i use these anchor point? I have also some DD ships, they can go there but I don't know what they doing in anchor point. thanks[:)]

They allow seaplane tenders to anchor and launch their search planes.

Page 22 of the manual, section 9.2.1 talks about anchor points.
