Should the Red Army be Soviet Controlled?

In Russian active scenarios, given Mao's view China needed no protection from the Russians (somewhat unjustified by Soviet actions in Sinkiang in 1944) - should the Red Army be Soviet Controlled????

I dont know enough of it but if they were supplied by Soviets mostly maybe that is a good idea
