USN CVE pilot experience in CHS

Playing my first CHS and haven't looked ahead in a serious fashion. I've received 3 USN CVEs (with planes) so far and the pilot experience of the embarked sqdrns has always been way down in the 40s and even 30s.

The pool of US Navy pilots is overflowing so is there some reason these guys on the CVEs are so inexperienced?

There's gonna be alot more CVEs coming in and I'm curious if all their embarked sdrns will be similarly afflicted?

In stock it's the same.  Those CVEs are the VR ones, that fly off replacement planes.  The initial load of pilots for them sucks (30s and 40s).  However, if you do let the sqdns expand to 54, they do pull from the regular pool of 60 exp pilots.  I don't know why the intial pilots suck so badly, or how to change that (other than DB update or simply "no replacements" and training them vs. enemy bases).

In CHS - I'm not that far in my game, but it's probably the same issue as in stock.

I've seen CVEs in CHS come in with low pilot experience too, though there are not VR carriers.  These are the CVEs that show up in 1942.  I figured they were set up that way in the database for some reason.
