Well;

a) Engineer squads have a fairly high AP value- higher than SMG squads- reflecting the use of flamethrowers etc. This makes them good at killing soft targets of all types on both attack and defence. However there is no special bonus for having engineers beyond this.
b) When a unit is ordered to dig in, both the increase in the hex entrenchment level and the change in the unit's entrenchment status depend on the amount of engineering equipment in the hex (it doesn't matter how much is in the particular unit). As such, having engineers in the hex makes it easier for the unit to set up a defence. Again, though, once the defence is set up there is no unique bonus to having the engineers.

Also, having an engineer unit in an attacking group can cause one fortification point to be knocked off a defending fortress.

Really? I must have missed that. Where does it say that?
To repeat history in a game is to be predictable.

I think an idea alongthe idea of reduction of fortifications would be a sub attack phase in a new toaw4 called preparatory attack, depending on the era it would would be any number of types of ranged fire with the effect of reducing hte dug ion units ability to withstand attack or exhert ZOC
