The Final Countdown?

Just Downloaded Yesterday, and today I was poking around in the editor, when I noticed TG68, including the USS Nimitz and her modern air group.

Although it's already there, it doesn't appear in the Pearl Harbor scenario. How does one "activate" TG68?
