- The check will search for all major powers on the side that can lend or receive lend lease air units at the start of the scenario. Each of those major powers that can receive a lend lease air units will be able to make requests for same.

- Then each major power that can lend lease air units will be given the opportunity to grant or deny the requests.

This design will cause the 'phase' to only occur at most twice per game.

Sounds like a very good solution.

France should also be eligible to request air units in 1939 from the USA, not that there is much point in either CW or France getting loaned the crap that the Americans have in '39.

The crap the USA have in 1939 have the sole Allied FTR that can reach the Sea Box Section 2 (Buffalo & P-40C), and good bombers (A-20A & A-22) that are at least as good as what the Allies also have in the same timeframes.
I'm not saying that they are "must have", but they are not just "crap" IMO.

I have kept the codes the same as the ones Chris set up for scenario data in CWIF. They take a little getting used to, but they are actually quite good. CP is a merger of CVP & P from what you see in the Scenario spreadsheet. So CP 9/6 translates as CVP 9, P 6.

Convoys have the code CN. So the 93 British convoys is the entry CN 93.

The reasoning behind merging CVP and P is that during setup carrier pilots are separate from land based pilots (which have the code PI).

I notice in the "AddGroupSimple" entry that you mention, Mziln, there is an entry that reads 'CN 93' - could that be the convoy points?

I was desk checking my excel spreadsheet vs. RAW7 scenarios.pdf and "Missed the bus: The end of the beginning (see 24.4.1)" is missing the CP. I didn't know CP is coded CN [:D]
