Those half red, half white supply circles - what do they mean?

If you mean these thingys in the red circles, they are supply points, one side has blue, the other side has red (or rather half blue, half red).

Thanks! I kept seeing them after overrun attacks.

In that case my previous reply is incorrect. The ones you are talking about have something to do with the hex changing ownership. I don't know the exact explanation for them, but they don't effect the game as far as I know.

..if its your colour it's yours, don't expect too much, like actual supply, but at least it's a friendly hex..

When you overrun the hex, you'll see one with your rnemy's colour in it. It doesn't seem to do anything of importance. Indicating, really that the hex was supplied this turn by your enemy.
To repeat history in a game is to be predictable.
