Why can't units fight

Apologies for basic question(I am new)

Why can't my panzer unit fight in battle, when I use the plan attack option, I am told it cannot fight in battle. (It has enough movement points)

Is there any way to find out the reasons why?

The unit is the 21st Panzer division, 2/5, in the Kasserine senario.

Hover your mouse cursor over the hexside between the unit that you are attempting to attack with, and the hex that you are attempting to attack into. If it says Major Escarpment, and there is no road cutting through the hexside, then that is the problem.
