I have downloaded the game and payed for it but have been given no serial number??

You should get an e-mail with your receipt and serial number, but that might be delayed since there's so much confusion here...

I tried to get it through the Aussie store, but it wouldn't take Paypal and my bank wouldn't put the credit card through.

Since serial numbers are apparently not being sent out, that may be a good thing[:D]

Mine seems to work (don;t know how to play yet so I'm only guessing here), although I have a few issues with screen size. It doesn't seem to want to go full screen. I'm trying to mess with the fonts and settings and stuff...

I just bought it from the US store, downloaded fast about 163MB I think and received the Serial Number and confirmation email.  I just installed it with no issues whatsoever.
