Seems to me that it is absolutley mandatory that you make Ironclads, BOTH river and ocean.
The more the better. The more of these you have, the better to starve the Rebs out with.
He cant hold Kentucky, if he cant eat.

Sadly however, your well into 1862, by the time you have the toys.

Right now, ironclads get beat up pretty bad trying to get past CSA forts on the Atlantic coast, due to their having to hug the coast line next to the forts. So their usefulness is inhibited until their transit problems are cleared up in a future patch.
You've GOT to hold them back!
