I have not used it in quite some time since my LCDs support aspect ratio settings. But from I remember the NVIDIA driver settings work pretty well for this kind of stuff.
You're right, seems like only ATI and their drivers can't support aspect ratio scaling, even though they've included the option in their drivers for a while now. With respect to the LCD monitors, 1:1 internal scaling seems to be a hit or miss feature depending on the model. While almost all widescreen LCDs with tuners have supported this from the onset, you have to be careful and check for this support on a PC LCD designed to only be connected to a computer (read: limited AV connections). Definitely something to keep an eye on when looking at a widescreen monitor, and a feature you absolutely want if you're a wargamer with an ATI video card.
