multiple HQ's on front?

If I have two stacks adjacent to each other, both with HQ's, do I have to activate each HQ to use both formations in an offensive?

No, one Activated HQ can command both stacks.

hmm. Check out this screenshot (if I can get it uploaded). Note that Kluck is activated for an offensive, yet Wilhem to the south is unable to advance int Belgium. War declared on both Belgium and Lux.

I'm sorry, I thought you meant the combat units. The second HQ cannot advance if it is not Activated. In other words, HQs can't Activate other HQs.

The adjacent HQ isn't active, but the stack underneath is. If you rt-click to get Wilhelm off the top, you'll be able to advance that stack into Luxemburg.

Just a quick note to mention that HQ's activate all friendly forces so you can use the Austrian HQ's on the western front to activate German forces or use French HQ's to activate British units.
 
When I first started playing I assumed that HQs only activated their own nationalities or you needed at least one combat unit of the HQ nationality - this is not the case.
