Questions on Victory Points

So after playing several games as the central powers, I had come up with a few questions about victory points-

1. In pursuing a "Russia First" strategy, I stood on the defensive against France. I steadily accumulated VPs, and then at the end of 1914 (not sure if it was the Dec phase of '14 or Jan '15) I suddenly lost about 16-20 points (from about 22 down to about 4). This has happened in several games. It is not acompanied by a dramatic shift on the battlefield. Do the CPs lose points if they do not invade France (or Serbia) by a given point? Are there other benchmarks that have to be met?

2. Is there a list of exactly how you gain victory other than by seizing cities? I assume that destroying corps give you some. What about just based on combat losses? What about naval losses--might the CPs benefit by hiding the High Seas Fleet from the Big Bad Brits?

3. I noticed that I can gain food and resources from enemy countries, but at least a couple of times, after taking a city with industry, the industry is lost. Is this as designed (damage to industry during the battle, I would guess)? Is it set to happen 100% of the time, or is there a chance it will not be destroyed?

I don't remember the exact formula (it's somewhere in the manual), but ultimately the victory points you received are the ones you accrued minus the other side's. It could be that the subtraction is not made until the end-of-year summary screen.
