Don't they start off with 3 or 4 DN's but in actuality they had like three or four times that number?

It appears each unit represents a division or flotilla of ships.

Perhaps Frank or one of the devs could clarify, as there appear to be exceptions (such as the Goeben in Turkey's inventory).

Yes, one of the things I like about Frank Hunter's designs is, he makes exceptions if they contribute to the overall "feel" he is trying to achieve.

Here, there is a certain logic to making one for the Goeben. It's gift to the Sultan was an important inducement in the Ottoman decision to join the war, and it was one of the more modern ships in Turkey's inventory. The Goeben (and Breslau) were very useful as "floating artillery" in bombardments up and down the Black Sea coast.

Here, in GoA, the Goeben can lend much needed support to Austria-Hungary in disputing British control of the Eastern Med.
