Morale from recapturing cities?

Now, I know when you capture a city, you gain half it's morale value and your enemy loses the full value, but what if that enemy recaptures that city? Do you lose morale and they gain half?

That's a good question. I'd like to know for certain as well--I've assumed it simply puts both parties whole again.

Bump. If it just works normal at recapturing, wouldn't both sides lose morale as cities are traded back and forth?'

Example: Russia takes Krakow(10) from Austria. Austria loses 10 morale. Russia gains 5.
Austria takes it back and gains 5, russia loses 10.
Both have a net loss of 5.
