Can you relocate Exit and Reinforcement hexes?

Can you relocate Exit and Reinforcement hexes?

Can you change where the Exit and Reinforcement flags are placed? The manual seemed a little sparse on this subject saying only that reinforcements will arrive on hex#1.

One example I can think of is on an island map. The flags are often out in the water. I can understand that reinforcements would probably arrive on ships, and I would have to purchase barges or some other troop carrier. Could I change the flag so that it is somewhere on the beach or on land. That would save a lot of points not having to purchase the boats.

If you're creating a scenario, yes, you can reposition the exit and reinforcement hexes where you want them. Wild Bill demonstrates this rather well in some of his scenarios where reinforcements pop up all over the place.

BTW, where in Baltimore are you? Dundalk here...
