Respawn carriers with 0 airgroups

I have been playing the AI (yes I know but someone has to do it) and I've noticed that respawn US and returning RN carriers are returning with the squadrons in the airgroups with 0 planes. Is this normal or a bug

PS can someone find a way to stop the AI sailing single carriers past airbases with 50+ planes and getting sunk. Ruins the game (no challenge)

Did they leave / get sunk with their air groups or were they moved off before they left?

No way to make the AI stop doing stupid things. Play a human.

They were AI carriers but from memory they went down with the ship

I have seen this many times. The respawned USN CVs are Essex class, but have the same air group set-up as the sunken namesake [even including Buffalo fighter squadron in Lexington]. Thus my initial take on the 'bug' is that none of these a/c are available by the time the newer CV is placed in service. I have seen one slip by me to Cairns, where the AI's SWPac command outfitted it with the Essex type CAG.
 
If you sink an Essex class ship, the respawn has a correct air group. I have faced no respawned RN CVs, as I took Karachi and they have no place for their remaining reinforcement O/B to emerge.
